The best is not the University.
Separating the University of Salamanca from your university life is impossible. The city offers everything for a perfect life during all your years at the University itself, however, under what I have experienced, it is not the same under the classrooms. The big city gives in to a teaching that is already a little outdated, where presence is valued more than mastery of the subject itself, where in business they train future employees, instead of future business owners, and where basic and normal. Very few teachers challenge this and are the ones who stand out from the rest.
