Missing research from a research degree

I started my PhD in Business Administration from Karachi University. PhD is intense research based degree, however, in KU there is hardly any research environment. The course works seems formality only. Most importantly there are no research activities to participate in to hone the scholarly skills need to become good researchers.
Teachers are experience but since it is public sector university, there is no pressure on them to conduct research or teach their student how to research.
Overall, my experience with KU for a research degree unsatisfactory.
