It's about getting a piece of paper, not becoming an engineer

I’m currently in my third semester. I don’t live inside the campus but have visited a lot of friends who do, and the accommodation is barely viable (small rooms, extremely bad insulation, old buildings), Most professors either do not care about teaching, or do care but don’t have the skills to transfer knowledge to the students. The amphitheaters and classrooms are okay (heating could be better and some are too small for everyone to fit). Online classes are generally okay, but the platform we currently use has technical limitations (Skype for Business). Textbooks are free (by the government), but generally arrive late and sometimes don’t reflect what is said in class. My general notion is that, although most topics and classes are interesting and will help me become a computer engineer, most of the time it’s not even worth attending class and the student has to do all the work on their own, without even the necessary sources.
