My study is International Relations which is offered jointly by University Bremen and Jacobs University and it is held in the English language. It has excellent course content for someone with a passion for social theory and global governance.

Speaking of the University of Bremen, first of all, when you go anywhere, most people will be fluent in English. If you still do not acquire the German language, it will not be any problem. (However, I suggest learning German because it will help in daily life).
What I like most is the University of Bremen and the city of Bremen being student-friendly. One can get a semester ticket after registering at the university and have the opportunity to visit some cities around Bremen as well.
