More course of the seminar, students could discuss some topic with their classmate usually. And also let student express their unique idea frequently. When too much people in a classroom, fewer people have the motivation to express or exchange their opinion with others.
In a seminar, the student must have to submit a report once or twice a semester, so they will raise their hand to answer questions or discuss something actively.
