There are a lot of problems but it stills remains the first option for high-school students with high grades as the academical level at 65% accomplishes the criteria for studying a bachelors degree. For masters the programs are outdated to the new technologies and continuing the masters will look like a deja vu of bachelor. The programs are all taught in Albanian and this is a negative point as well for students wishing to have an international career. Most of students are not right evaluated because of a harsh system with unnecessary subjects. From my own experience I would have prefered spending more money abroad in a real recognized university rather than wasting 4 years of my life.
