The study provides “empirical evidence” of the situation of educational systems in both the measurement of learning and the factors that explain the differences in academic achievement between students and schools in the participating countries

Hence, UNESCO made the following recommendations for governments to develop educational policies that will give effect to the right to quality education.

Replacement of the repetition mechanism.
Grade repetition is one of the factors that has a greater negative relation to performance because it brings problems of stigmatization, motivation and classroom environment that hinder student performance.
